About Stewart Black
Stewart is the founder of a consultancy in public policy and management, established in 2001.
Stewart Black specializes in
- policy development
- strategy/business development/update (e.g. to implement policy)
- evaluations (of organizations, policies, strategies, programmes/programs, etc)
- research (e.g. independent investigation; non-routine collection and analysis of data)
- data systems, monitoring and reporting arrangements
- performance management (e.g. identification of outcomes for stakeholders; associated information systems and reporting arrangements; issues relating to economy, efficiency and effectiveness; quality improvement, Best Value, etc).
Depending on a client’s requirement for a particular project, Stewart’s consultancy can either deliver the project independently or form project-specific teams with associates.
Stewart Black carries out consultancy work in the UK and has also recently begun similar work in the US. He is fully authorized to work in both countries.
Stewart’s last post was Professor of Public Policy & Management and Depute Director of the Centre for Public Policy & Management, The Robert Gordon University, Aberdeen, Scotland.
He has also worked in

- a national public audit body (the former Accounts Commission – now Audit Scotland)
- a national municipal association (the Convention of Scottish Local Authorities)
- local government and
- the non-profit/voluntary sector.
